I was there in Feb this year and we actually stayed at an all inclusive called punta golletta. Included food booze and accomodation for and flight for $800cdn. The kite specific spots are cool to but be prepared to pay. It is not as cheap as you might think there. The hotel we stayed in was a perfect location. Itwas a bridge to beach and around the corner to the left for kite beach(very very very busy dam near dangerous) or to the right you have bozo beach....less crowded and a longer run before you reach the reef...if you don't feel comfortable going through the reef break you can stay on the inside.
